Climate change is clearly recognizable through rising temperatures, but there is still no clear trend in the annual precipitation totals. However, the distribution of precipitation within the year is changing. This means that heavy rainfall events will occur more frequently in future and their intensity will increase dangerously. Even today, it can happen that the average monthly precipitation falls in a single day, which triggers flooding that can occur anywhere, even far from streams and rivers. It is therefore important to assess the risk of heavy rainfall in a practical manner.
A central element in flood and heavy rain risk management is the creation of hazard and risk maps. While there are legal regulations and maps for floods along watercourses, there are no such maps for heavy rainfall with wild runoff. The Federal Agency for Cartography and Geodesy (BKG) has therefore developed information maps for heavy rain hazards together with specialist authorities. These maps will be presented at the FLORIAN trade fair for Saxony on October 11, 2024 and made available as interactive web maps. They show realistic scenarios for possible flooding, in particular the maximum flood depths and flow velocities. The maps are an important tool for identifying areas at risk and planning preventive measures.
In addition, the amended flood/water protection funding guideline, which covers the topic of heavy rain management, is due to come into force in September 2024. Municipalities play a key role here, as they are responsible for preventative measures, particularly in the area of municipal infrastructure and hazard prevention planning. Municipalities are now to draw up more retention concepts, flash flood risk management and risk assessments and will receive up to 75 percent funding for this, including for investment measures.
